details of the case to His Majesty's Ambassador at

Washington, with instructions to present the claim

to the United States Government with an intimation

that the man has been deprived of all means of redress

as the result of the action of the American officials

at Hongkong who asked that the action in the local Courts

should be stopped and that therefore there is no

course open to His Majesty's Government but to present

the claim through the diplomatic channel. Mr. Bryce

will at the same time express the hope that the claim

will receive thorough investigation.
